Scotland County

Downtown Laurinburg

Scotland County is located at the border of the Piedmont and Coastal Plain regions and is grouped regionally for economic development with Bladen, Hoke, Richmond, Robeson and Scotland Counties. It has a population of around 35,000 people and has very slightly declined since the last census.

Although many projects were identified during interactions with the county and its communities, a few top priorities were developed based on the county’s planning documents, discussions with county representatives, and a field visit by the Action Team.
