Coastal Public Access | NC DEQ | DCM awards about $1 million a year in matching grants to local governments for projects to improve pedestrian access to the state's beaches and waterways. Funding for the Public Beach and Coastal Waterfront Access Program comes from the N.C. Parks and Recreation Trust Fund. Local governments may use access grants to construct low-cost public access facilities, including parking areas, restrooms, dune crossovers and piers. Projects range in size from small, local access areas to regional access sites with amenities such as large parking lots, bathrooms and picnic shelters. Towns and counties also may use the grants to replace aging access facilities. The 2020-21 pre-application cycle is now closed. The next pre-application cycle will start in February 2021. NC Pumpout Grants | NC DEQ | The program, established as a result of the federal Clean Vessel Act of 1992, provides financial assistance to marinas and other boat-docking facilities for the installation and renovation of pumpout and dump stations in North Carolina. This program will provide financial assistance of up to $20,000. Coastal Recreational Fishing License Program | NC DEQ | Under state law, revenue from sales of N.C. Coastal Recreational Fishing Licenses goes in two separate funds, both set up specifically to be used to manage, protect, restore, develop, cultivate and enhance the marine resources of the state. The Marin Resources Endowment Fund receives revenues from the sale of lifetime CRFLs. The Marine Resources Fund receives revenues from the sale of all other CRFLs. Only proposals from universities, community colleges, local/state North Carolina governmental entities, DMF, or WRC are eligible to receive funding.
